can V 4get VICs?

we all discuss and implement so many programes for TeleCentres but most of the time we forget the very important thing, which is very essential to introduce ICT4rural communities in such countries. it is VIC means Village Information Centres. i am very interested in working with VICs. so....i would like to add this topic for further discussion of all to get some ideas..........
-how can we develop VICs?
- why it is important?
-how can villagers contribute their support to VICs?
-why does VIC important to your country to introduce ICT4rural?
- what were your plans to do it?

A vic very essencials things to communuity . therefor they can use VIC as infomation source. lot of villages doesn't know how to do their day to day activities with supporing infomation of VIC's.they doesn't know how to fulfill there needments. I know VIC devolping is very essencial things. and almost telecenter going to be down. when we devolop Telecentres first we need to find out what are the main needments of the grssroot level. in a village have more needments . then we planed to fulfil there needsment through VIC . we start it from community .
